Project Description:
Baseera is a partner under the USAID Funded Women's Economic and Social Empowerment Program, implemented by Pathfinder International.
The Women's Economic and Social Empowerment Program is a USAID-funded program. The program is designed to engage, leverage, and partner with the private sector as well as public social service initiatives to encourage women’s participation in the workforce; generate demand for financial services; promote tailored, market-based solutions to women’s economic empowerment; and strengthen GBV prevention and response such that women become more economically and socially resilient.
The Women’s Economic and Social Empowerment Program activities integrate, mutually reinforcing private and public sector-led approaches that aim to change power relationships, transform structures, and build agency to effect results along critical change pathways. The program interventions are designed to lead women in priority governorates feeling safe, valued, and empowered at work; motivated and able to embrace financial autonomy; and respected and free from violence in their homes, communities, and workplaces.
The program works closely with Baseera as market-based partner to develop, lead, scale, sustain, and champion innovative solutions, recognizing the economic and social benefits of gender-inclusive, empowering policies and practices.
Job Summary:
The MEL Officer will support MEL Advisor to implement MEL functions and activities adhering to Women's Economic and Social Empowerment Program. H/She will Provide technical assistance to the MEL team, in particular, MEL coordinators in the targeted offices/ governorates. MEL Officer will ensure the quality and consistency of the data collected at the field level and the data entry into the MEL system. This includes assisting in designing the quantitative and qualitative tools, rolling out and training staff on how to use them, conducting primary analysis. In parallel, ensuring different teams are complying to the MEL system requirements along with global best practices and Pathfinder standards. S/He will assist in the definition and means of collection for indicators and key project data and help in shaping and implementing activities included in the evaluation approach. MEL officer will be dealing with field reports, and raw data at the primary level to compile them into solid reports under the supervision and guidance of the MEL advisor.
Primary Responsibilities and Duties:
- In coordination with the MEL advisor and the technical team, contribute to developing the Women’s Economic and Social Empowerment Program MEL system and reports in accordance with USAID MEL guidelines and best practices.
- Contribute to developing MEL plans, including designing data collection tools for the specified indicators and identifying data sources to ensure effective implementation of the Women’s Economic and Social Empowerment Program activities.
- Assist the project personnel in developing M&E tools and ensure the proper use of these tools.
- Prepare and maintain and/or review a database for the Women’s Economic and Social Empowerment Program MEL System.
- Provide inputs, information, and/or statistics for a quarterly, semi-annual or annual report to the MEL advisor to inform the Program/Project Management Team.
- Participate in annual project evaluation and planning workshops; assist in organizing and conducting training on MEL for project/program partners and stakeholders.
- Conducting field visits to monitor and follow up activities, with an intention to document best practices, maintain quality and illustrate potential success stories in order to build a positive reputation for the Program;
- Assist the MEL team in developing and implementing monitoring and evaluation guidelines, procedure manuals, and data management guidelines for the Women’s Economic and Social Empowerment Program activities.
- Contributing to developing and implementing an appropriate system for collecting monitoring and evaluation data to enable the Women’s Economic and Social Empowerment Program to report to stakeholders, to regularly review and use data to track progress against goals, to improve the quality of the interventions, and to feed data analytics into technical publications.
- Assist in creating and adapting data collection tools, including but not limited to monitoring tools and forms, survey questionnaires, key informant interviews guides, Private Sector and NGOs assessment tools, and supporting training materials.
- With the guidance of the MEL Advisor, ensure that data are complete and comply with data quality and compliance standards and guidelines.
- With the guidance of the MEL Advisor, generate or contribute to communications products or reports for use by the Women’s Economic and Social Empowerment Program, this might include infographics of analyzed data.
Required Qualifications:
- Bachelor's degree or Master’s degree in demography, statistics, social sciences, evaluation, political science, or a related field, or a combination of education and experience that yields the required competencies.
- Minimum of 3 to 5 years of progressively responsible experience in MEL development projects or equivalent.
- Experience in previous USAID or international project-related positions is highly preferred.
- Language Proficiency: Level IV (fluent) oral and written English and level IV (fluent) oral and written Arabic.
Knowledge, Skills, and Abilities:
- Good knowledge and ability to apply quantitative and qualitative research methods (including conducting surveys, FGDs and KIIs).
- Experience with statistical software applications (SPSS, STATA, R, and other relevant software).
- Basic Knowledge in using data visualization applications (power bi &/or Tablue)
- High organizational skills and multi-tasking
- High analytical skills, reasoning, and problem-solving/resolution
- Ability to work in multi- focused program, organize and prioritize workload and meet multiple deadlines with minimum supervision
- Skill in both verbal and written communication.
- Skill in composing, editing, and proofreading written materials/ reports.
- Skill in presentation, facilitation, and training.
- Skill in establishing and maintaining effective working relationships.
- Experience in designing tools and strategies for data collection, analysis, and production of reports.
- Excellent experience in using MS -Office applications (Excel is a Must).
Effort, Reporting and Other Administrative Requirements:
The (MEL Officer) is a full-time position that reports to the (MEL Advisor) who will coordinate with the MEL director on all programmatic aspects of his/her employment, including but not limited to job description, duties, qualifications, working environment, and performance. The (MEL Officer) will be based in (Cairo) with a possibility to regular travel to various locations within Egypt, specifically, the Women’s Economic and Social Empowerment Program -defined governorates.
